Include it as an events space with a big caveat. Good when the right event is on; empty or fairly pointless when it is not. The people cannot be read like a normal venue because every event changes the product.
What it is actually like
The Carriage Shed is a semi-covered event space at City Place by City Road, close to the station, used for markets, music, beer/food festivals, outdoor cinema and other pop-up programming. It is active, but it is not a daily bar or restaurant. The offer changes completely by date, which makes it useful and slippery in equal measure.
What to expect
Expect semi-covered outdoor space, pop-up traders, event bars, music or market stalls depending on programming, and a very different experience from one weekend to the next.
Avoid if
Avoid if you want somewhere to wander into for guaranteed food, drinks or atmosphere. On the wrong day it can be empty, underwhelming or just a space waiting for someone else's event plan to happen

It works as a station-side event add-on, not as a spontaneous "let's eat there" solution.

The Chester Station Tap Room The Station Tap is Spitting Feathers' pub at the entrance to Chester Station, set in the restored first-class waiting room with the original fireplace and ornate ceiling brought back into view after decades hidden behind plaster. Useful for coffee from 6am, a proper breakfast, 28 lines of beer and the civilised version of waiting for a train. Dog-friendly, and a fair bit more handsome than a station pub has any right to be. 
Town Crier The Town Crier is the practical station-side pub on City Road, directly opposite Chester railway station. It does the useful basics: food, drinks, sport on screens, a sizeable beer garden and somewhere to wait without pretending the train timetable is a lifestyle choice. Best for arrivals, departures and groups who need an obvious meeting point. 
Bridgewater Arms Bridgewater Arms is a proper Crewe Street local near Chester station: pool, darts, TV sport, a jukebox, and a pint without the city-centre polish. Useful before a train, after a train, or when you want a straightforward boozer rather than another bar trying to look expensive.
